Building Commissioner
The Office of the
Building Commissioner is
a division of County
Government under the
County Commission and
County Mayor. The
Building Commissioner is
appointed by the County
Commission and is under
the County Mayor for
day-to-day
administrative
procedures. The Building
Commissioner enforces
the Zoning Regulations,
provides staff reviews
to the Board of Zoning
Appeals, Planning
Commission, and County
Commission, and issues
building permits. The
Building Commissioner is
also responsible for the
enforcement of section
5-1-115 of Tennessee
Code Annotated, which
addresses lots that
present a threat to the
public health, safety
and welfare. The Blount
County Board of Zoning
Appeals is made up of
five members that are
appointed by the County
Commission. The BZA
meets each month on the
first Thursday of the
month. The cases they
hear are appeals,
variances, and special
exceptions in accordance
to our Zoning
Regulations. The office
of the Building
Commissioner is located
in Room 308 of the
Blount County Courthouse
and the office hours are
8:00 a.m. - 4:30 p.m.,
Monday through Friday.

The Department of
Building Safety enforces
the commercial and
residential regulations
of the 2006 edition of
the International Code
Council through the plan
review and inspection
processes. This
department accepts
applications for all
construction permits and
Board of Construction
Appeals, collects
fees, issues permits,
schedules inspections,
maintains permit record
files and issues
occupancy certificates.
Building Codes plays an
integral role in
maintaining the quality
of construction in
Blount County, assisting
builders and the general
public with the building
codes and other
regulations to the
mutual benefit of both.
It is our mission to
protect and serve the
citizens of Blount
County through the fair
and ethical enforcement
of adopted construction
codes, zoning
regulations, and
construction safety
standards. This is
accomplished by an
efficient
administration,
qualified professional
staff, ongoing citizen
and customer education
efforts, and active
enforcement on new and
existing construction to
include housing and
property maintenance
standards.

The Blount county
Department of
Environmental Health
operates under the rules
and regulations that
govern subsurface sewage
disposal systems, set
forth by the Tennessee
Department of
Environment and
Conservation, a Division
of Groundwater
Protection.
In addition to
regulating subsurface
sewage disposal systems,
the department upon
request performs
bacteriological water
analysis on private
water supplies to
determine total coliform
and fecal coliform
bacteria present.
Our main objective is to
provide a health
environment for all
citizens of Blount
County. We are
exhausting all efforts
to work with the public
in identifying problems
and taking corrective
action when needed to
improve the biological
quality of waste water.
The Department is housed
in the Blount County
Health Department
Building located at 1006
East Lamar Alexander
Parkway. Office hours
are 8:00 a.m. - 4:30
p.m., Monday - Friday.
A representative of the
Department is available,
on request, to meet with
leaders and citizens to
discuss rules and
regulations, as well as
any concerns you wish to
address.

Blount County Storm
Water Program

Storm water runoff
occurs when
precipitation from rain
or snowmelt flows over
the ground. Impervious
surfaces like driveways,
sidewalks, streets, and
building rooftops
prevent storm water
runoff from naturally
soaking into the
ground. Storm water
runoff often contains
pollutants in quantities
that could adversely
affect water quality.
Storm water can pick up
debris, chemicals, dirt,
and other pollutants and
flow into a storm sewer
system or directly to a
lake, stream, river,
wetland, or coastal
water. Anything that
enters a storm sewer
system is discharged
untreated into the water
bodies we use for
swimming, fishing and
providing drinking
water.
10 Things You Can Do to
Prevent Storm water
Runoff Pollution
1. Use fertilizers
sparingly and sweep up
driveways, sidewalks,
and roads.
2. Never dump
anything down storm
drains.
3. Vegetate
bare spots in your yard.
4. Compost your
yard waste.
5. Avoid over
application of
pesticides and
herbicides. Follow
application directions
carefully.
6. Direct
downspouts away from
paved surfaces.
7. Take your
car to the car wash
instead of washing it in
the driveway.
8. Check your
car for leaks, and
recycle used motor oil.
9. Pick up
after your pet.
10. Have your
septic tank pumped and
system inspected
